Project Description
Quang Nam, a coastal province in the middle of the Central Region of Vietnam, that includes Hue, Da Nang and Quang Nam, is the main economic point of the Central Region.
Nui Thanh urban area, that includes the centre of Nui Thanh district and Chu Lai Open Economic Zone has no domestic wastewater collection system and wastewater treatment plants at present. Wastewater from most of public facilities, institutions, schools, hospitals and households is discharged directly to surrounding ponds, lakes. At present for industrial wastewater, only a few factories have their local small wastewater treatment plants.
The lack of wastewater system and poor storm water drainage system creates very difficult conditions for the environmental hygiene of Nui Thanh urban area. With the rapid development of industrial zones in the area, emigration from the rural communes and urbanization will grow, increasing pressure on infrastructures, especially those for drainage system and wastewater treatment.
The general objective of the project is to avoid flooding and to ensure good water sanitary standards to the community of Nui Thanh city while ensuring sustainable social and environmental conditions for the foreseen economic, touristic and social growth of Nui Thanh and, as consequence, in more general terms to Quang Nam province.
The project scope of work is the design and work supervision of:
- Waste water drainage system;
- Storm water drainage system;
- Wastewater Treatment Plant.
The consultancy service comprehends:
- Review of the original Feasibility study and Basic design;
- Conceptual design;
- Basic design;
- Detailed design;
- Tender documents and assistance to the procurement process;
- Work supervision.
During the Consultancy, some adjustments had to be made to the scope of work due to the continuous development of the service area, such as the enlargement of Highway #1 that crosses Nui Thanh urban centre and to the changes introduced in the city new Urban Plan. Besides, the increase in unit prices occurred since the first issue of the Feasibility study required the definition of a first phase of works that could be designed and executed within the available budget. The overall project was presented to the PMU of Quang Nam, and the content of the 1st phase of works was established according to the Client’s priorities.
The Waste water treatment plant has been designed to allow two different operational settings: for half the capacity of the plant or for its complete capacity.
The table below lists the project works, both in the complete and in the 1st phase scenario:
